How to read
a building permit.

Permits are the most underused leading indicator in NYC real estate. They show where capital is about to flow — before it shows up in sale comps.

The data is published daily by the NYC Department of Buildings, free, and almost entirely unread. This guide walks through the vocabulary for reading a filing as a structured signal, not a one-line news event.

Most investors track distress — foreclosures, tax liens, code violations. Permits sit in a different layer of the public record. The challenge is not access; the data is free and published every day. The challenge is interpretation.

A permit filing is the moment when intent, scale, timing, and the people behind a project all become public at once. Reading it well takes a vocabulary most investors do not have. Here it is.

What a filing actually contains

Every NYC permit filing carries dozens of structured fields. You do not read them like a news headline — you read them like a form. A handful of those fields carry almost all of the signal:

One filing, the fields that carry signal. The four highlighted fields — job type, declared cost, the unit-count delta, and the story/height change — do most of the work. The filing representative (the expediter who moves a filing through DOB) is a near-untouched layer: nearly 10,000 distinct expediter entities in NYC, almost entirely unsurfaced.

Job type — new building, alteration, or demolition. Declared cost — the owner-stated project value; frequently understated, but still the best proxy for scale. Unit count before and after — the single sharpest field in the dataset. Story and height changes — how much taller the building becomes. Yes/no flags — legalization, place of assembly, support of excavation, permanent removals; each a discrete signal. Workflow dates — filed, approved, first permit issued, signed off.

Reading cost the right way

The common mistake is using national dollar thresholds. A $75K alteration in Manhattan is noise; the same filing in the Bronx is a substantial project. So cost is never read against a flat number — it is calibrated against the local market: the typical cost for that work type, in that borough, over the past year.

A filing is flagged a Capital Outlier when its declared cost is at least five times the local median for its work type and borough. The threshold moves automatically — Manhattan's median sits far above the Bronx's, and an alteration's median sits far below a new building's.

A graded reading set against local medians. Routine — maintenance, unless it clusters with other signals. Substantial — worth tracking when it concentrates on a block or under one owner. Major project — almost always a full-gut renovation, structural addition, or ground-up build. Capital outlier — worth investigating individually.

Reading what the building is becoming

The cost field gets all the attention. The transformation fields are sharper. A filing declares the dwelling units, the stories, and the height before and after the work. The delta between "existing" and "proposed" tells you what the building will become — not just how much the work costs. Six signals fire on these transitions, and none of them need cost analysis. The counts are deterministic.

Six transitions read off the unit-count, story-count, and yes/no fields. Unit Elimination is the single most predictive signal of building re-positioning — and the sharpest displacement warning available in the public record. The dashed and dotted bricks mark units being added, removed, or legalized.

Reading the block, not just the building

Individual permits matter at the property level. Cluster patterns matter at the market level. Four spatial signals turn scattered filings into a read on a block, a neighborhood, or a community district.

High permit velocity
Filings on the block over 90 days exceed 4× the borough median. Capital is concentrating. Late entrants: the easy appreciation may already be priced in.
Zero permit velocity
No filings in the trailing 12 months. A disinvestment indicator — either correctly-priced avoidance, or a contrarian opportunity, depending on the fundamentals.
Two of the four spatial signals, side by side. The other two work at coarser resolution: Construction Pulse ranks aggregate filings within a Neighborhood Tabulation Area (finer than borough, coarser than block), and Concentrated DOB Attention flags filings requiring ongoing inspection that cluster on a single community district — elevated-risk projects, or an active enforcement posture.

The four-phase appreciation pattern is real — but you do not have to guess it. It is derivable from signal counts directly.

The pattern is visible in the signals. An early Phase 1 neighborhood shows high velocity on isolated blocks and a rising construction pulse before new-building counts climb. By Phase 4, new-building counts are climbing while block velocity is falling — fewer filings, larger projects. You read the phase off the counts; you do not have to call it by feel.

Reading project timing

The dates on a filing are themselves a signal. Where a project sits on the workflow clock — filed, approved, permitted, signed off — tells you whether it is moving, finished, or stuck. Three timing-based signals are worth tracking.

Three readings off the workflow clock. Stalled Mid-Construction — approved over a year ago, never signed off, no recent movement; the closest workflow-distress signal the permit system has. Just Completed — signed off in the last 90 days; freshly stabilized, ready for re-marketing. Slow Approval — over six months from filing to first permit; complex work, or bureaucratic friction to model into a schedule.

"Stalled Mid-Construction" is the wholesaler's leading indicator. A property mid-renovation, work stalled for over a year — capital deployed, return not realized, options narrowing. The textbook motivated-seller profile.

The real edge is reading multiple signals against a single property or block. One signal is a fact. Two or three on the same parcel are a thesis. Each combination below is a deterministic test against the same fields — a reader who learns the conditions can replicate the reading on any property in NYC.

Each of these is just the four-field vocabulary — job type, cost tier, the unit-count delta, and the workflow dates — read together against a single parcel. Learn the fields once, and every filing in the city becomes legible.
